5. 2001: Mayor Damon offers thoughts on decision not to run for re-election
EDITOR'S NOTE: Mayor Larry Damon offered the following explanation by e-mail when I asked him about his decision not to run for re-election. It is reprinted with his permission.

When I ran for office in 1997, I wanted to accomplish several things. To mention just a few, I wanted to institute modern management practices at City Hall, especially in the areas of budget development, financial operations and performance accountability. I also wanted to get Redevelopment under control, have it pay its debt to the City, stop the City's interference at the Plaza and let commercial market forces take over its revitalization. I also wanted to begin restoration of our decaying infrastructure (e.g.,the Swim Center, streets, etc.).

These are just a few examples but, to my great satisfaction and with the help of a lot of dedicated people, it seems that most of what I wanted have either happened or are in progress. Of course, I did l not realize the level of management turnover it would take for these things to occur, but I will say that I am VERY pleased with the performance of our new City Manager. I truly believe that after four years of hard work, we are positioned for a renaissance in El Cerrito.

Evaluating the progress made, it seems that many of the people and organizations that were initially ambivalent or opposed to me have been won over. Possibly, this is a result of my moving more towards the middle. Upon becoming Mayor, I did this believing that the person in the "middle seat" has to be more of a facilitator than an advocate. Unfortunately (or maybe not), some of the extremists that previously supported me feel this is seditious. Support from that sector has divided a little. Nevertheless, and considering all this, I am advised that with an expanded support base, being an incumbent Mayor with plenty of name recognition, having the resources to mount an aggressive professionally run campaign and the free time to walk precincts at least twice, there is a very high probability that I would be re-elected. This is all great, except for one thing. I don't want to.

Why? Several reasons. I am very pleased with all that has been accomplished over the last four years. I have been told that many of the changes which put El Cerrito on a new course would not have happened if I had not been elected in 1997. This is very comforting. With such comfort, however, comes reduced incentives. The course change has been made and, while a lot of implementation work remains, this kind of work does not present the challenge that attracted me four years ago. Besides, we have several excellent candidates waiting in the wings, including Letitia Moore and Bea O'Keefe.

Then there is the issue of changing personal priorities. At 65, a person looks a lot more carefully at what they want to accomplish than does a person at, say, 45. Where younger people on their way up might be driven by recognition and accolades, these priorities become less meaningful later on. Like all young people, I enjoyed many such things while marking my mark in the engineering, management and research world. I have found, however, that the standards of achievement in local politics are not that high. And, while being referred to as "the Honorable" and "Mayor" might seem significant, the title I now enjoy the most is "Grandpa". Like most "Grandpa's", I have learned my lesson. Children don't wait. My own kids got away from me while I was consumed with career and doing the Council job right requires the same level of commitment. I am not going to make the same mistake twice. As a result, my personal priorities have shifted to being the best Grandpa EVER (even better than my own).

Of course, I will continue with some level of involvement (much to the chagrin of those whose penurious attitudes would run the City into the ground). I also believe that the free hand which comes with being out of office will allow me to more effectively counter some of our anti-development nuts or those who otherwise discourage investment in El Cerrito.

Regards, Larry Damon

6. Obit: Donald Larry Damon 6/13/36 - 4/3/12
Resident of El Cerrito Larry Damon passed away peacefully on April 3 with his loving family at his side. His amazing physical strength and good humor, along with the support of devoted family, dear friends, and wonderful staff at Alta Bates Summit Comprehensive Cancer Center helped him battle against the most aggressive type of Lymphoma for an additional seventeen months after his first chemo treatment. He was appreciative of these extra months so he could spend more time with family and friends, and finish a few more projects. Larry was born and raised in Winnemucca, NV, and attended the University of Nevada, Reno, where he joined the Sigma Nu fraternity and UNR's boxing team while earning his degree in Electrical Engineering. During college, he met Emily "Emmy" Hanf, married her in June, 1960, and moved to the San Francisco Bay Area where they made their home for 44 years until Emmy's death in 2004. Larry first worked for the Western Electric Company and then took a position at Tracerlab. He became Project Engineer and continued his education at UC Berkeley earning a Master's in Nuclear Engineering Technology. In 1964, Larry joined the Bechtel Corporation where he was involved in the development of several nuclear power plants and rose through the ranks to his final position as Manager of Engineering Technology in Research and Development. After 35 years at Bechtel, Larry retired to devote his attention to his newly elected position as El Cerrito City Councilmember. During his term, he served as Mayor and decided not to run for re-election to concentrate on being "Grandpa" to his four wonderful grandchildren. He was a member of the Masonic Lodge; Lions Club; Richmond Yacht Club; University of Nevada, Reno Alumni Association; Cal Alumni Association; California Society of Professional Engineers; and National Society of Professional Engineers. Larry was a man who was known to have a tough exterior, but a big, kind heart. His logical insight into a problem, his wise advice, and his questions that guided people into finding their own solutions helped make positive changes in people's lives. His willingness to trust others on a handshake and to do the right thing was unwavering. Larry was also appreciated by many adoring children as he adored them. He carried small stuffed animals in his pockets in case he ran into one of his little pals at the Richmond Yacht Club, and no baby went unnoticed that passed by him. He was a wonderful, loving Grandfather who enjoyed taking his grandchildren out to "Donut Time", helping them with their homework, and teaching them valuable life lessons from his own experiences. His last big act as Grandpa was designing and building a beautiful, wood swing set that draws all of the neighborhood kids to use it. Larry is predeceased by his parents Ernest Damon and Marian Grauvogel, his beautiful wife, Emily Hanf Damon, his brother Carl Grauvogel, and his brother-in-law Keith Droegemeier. He is survived by his children Wendy Gallo (Rick), Stuart Damon (Fadia), grandchildren, Alysse Gallo, Daniel Gallo, Sahara Damon and Bradley Damon. Brothers Lyle Damon (Karen), Douglas Damon (Diana), Dean Grauvogel (Janet). Sisters Nancy Singley (Hank), Betty Tuttle (Lyle) and sisters-in-law Anita Droegemeier and Laura Grauvogel. He will be greatly missed by his family and by many wonderful friends. At Larry's request, no services will be held. Donations may be made to the Alta Bates Summit Foundation. 7. Donald Larry Damon, who served a four-year term on the El Cerrito City Council in 1997-2001 and as the city's mayor in 2001, died April 3 at age 75.
Mr. Damon, who suffered from lymphoma, is remembered in the city as an outspoken citizen who ran for City Council to reform city government. After leaving the council, he continued to take an interest in civic affairs. He chaired the creeks committee of the El Cerrito Historical Society until illness forced him to step aside.
Rich Bartke, also a former mayor and councilmember and current president of the Historical Society, called Mr. Damon's death "a loss for our community."
In his professional life, Mr. Damon was an expert in nuclear power engineering, serving before he retired as a manager of engineering technology at Bechtel Research and Development in San Francisco, according to a short biography on the National Academies Press Web site.
He is perhaps most remembered in El Cerrito for his political career.
"Larry was a frequent City Council critic in the mid-1990's, one spokesperson for a group of citizens who did not believe the city was being run properly," Bartke recalled. "The group was the major campaign support that helped Larry get elected to the council in 1997." Mr. Damon complained that city staff wasn't managing the city the way he had learned at Bechtel, Bartke said.
After serving on the council, Mr. Damon's found himself with the "uncomfortable task of going to the group that had supported him, and telling them that actually the city staff was quite competent and that El Cerrito was a pretty well-run city," Bartke said. He lost the group's support.
Mr. Damon struck some as being too opinionated and assertive in his views, Bartke said. "But those of us who worked with him found him to be always approachable, and quite willing to learn, and to change his mind if the facts warranted it," Bartke said.
Jane Bartke, wife of Rich and also a former mayor and councilwoman, said she and Mr. Damon didn't always agree but that she admired his willingness to listen to the other side and adjust his views accordingly.
"Larry was very opinionated, but he was not fixed in his opinions," she said. "...Larry would change his mind. That's a very valuable trait."
He also devoted himself to his civic duty and attended numerous civic meetings and functions, she said. "He was very dedicated in what he did. You could always count on him to be there."
When asked why he was not seeking re-election in 2001, he provided an extended explanation to El Cerrito Wire saying he felt he'd accomplished most of the "course change" he had sought when he ran for office.
"When I ran for office in 1997, I wanted to ... institute modern management practices at City Hall, especially in the areas of budget development, financial operations and performance accountability," he said. "I also wanted to get Redevelopment under control, have it pay its debt to the City, stop the City's interference at the Plaza and let commercial market forces take over its revitalization. I also wanted to begin restoration of our decaying infrastructure (e.g.,the Swim Center, streets, etc.).
"These are just a few examples but, to my great satisfaction and with the help of a lot of dedicated people, it seems that most of what I wanted have either happened or are in progress."
He also said he wanted to devote more time "to being the best Grandpa EVER."

July 28, 1946 - May 20, 2021
Robert Damon Spitzer died peacefully on Thursday, May 20, 2021, surrounded by family.
Born on July 28, 1946, Bobby spent his early childhood in Winnemucca, where he began a life-long passion for the outdoors -- hunting through sagebrush, fishing in desert lakes, and adventuring through the mountains of Northern Nevada. In 1957, Bob's family moved to Reno where he graduated in the Reno High School Class of 1964. A dedicated student, Bob received a B.S. Mining Engineering at Stanford University in 1968 and in the summers would return to Reno to work at Nevada Paving, his father's paving company.
His engineering and paving experience soon served him well. In 1969, Bob attended OCS and was commissioned a 2nd Lt. in the Civil Engineer Corps. In 1970, he volunteered for duty in Vietnam with the US Naval Construction Battalions (Seabees), building roads and infrastructure in Chu Lai and Quang Tri. For his service he was awarded the Navy Distinguished Service Medal with Combat "V". Returning from Vietnam, Bob continued his education at UC Hastings College of Law (1975). He returned to Reno and eventually opened his own practice focused on Real Property law in Lake Tahoe, where he lived for 40 years and raised his three children.
Bob had a passion for adventure. As a young man, he ran with the bulls in Pamplona, hitchhiked across Europe, rode camels, made lifelong friends, and ran with the bulls (again!). He had a sharp wit, making clever jokes until the day he died. Above all, Bob was a truly dedicated father; raising his children was his life's passion.
Bob was preceded in death by his parents, Bob and Doris Spitzer, and his sister, Barbara.
He will be profoundly missed and always remembered by his children, Sierra, Damon, and Paris; his sister, Carolyn Banis (Rick), brother, David (Luanne), Diane Iglesias, mother of Sierra, Vera Struc, mother of Damon and Paris, and many nieces, nephews, cousins, and lifelong friends.
In lieu of flowers, those who wish may donate in his memory to the National Institute of Neurological Disorders and Stroke (NINDS).
We, his children, are truly grateful for everything our Dad has given to us, big and small, every day. We love him very much. (The Reno Gazette Journal and Lyon County News Leader, Jun. 24 to Jun. 27, 2021)

Notes:

He entered Stanford University in 1964 and graduated with a Bachelor of Science in Mining Engineering in 1968. Military service followed. Bob received a commission in the US Navy Civil Engineer Corps and served a tour of duty in 1970 as Alpha Company commander for a Construction Battalion Unit ("Seabees") on the ground in Quang Tri and Chu Lai, South Vietnam, producing aggregate from a quarry, concrete, and asphalt concrete, for road building and maintenance.

William “Bill” Ceretti
Bill "Red Dog" Ceretti (March 10, 1912 - May 5, 1974)
Athlete/Football
Inducted 2004
Though he was known as a "savage tackler" throughout his 18-year professional football career with the Winnipeg Blue Bombers, it was not football that earned Bill "Red Dog" Ceretti his nickname. It was his prowess at the card table. Red Dog was the name of a card game Ceretti taught his fellow Bombers to play, it turned out he was good at that game too and the name stuck. Ceretti started playing football in 1929 as a junior. In 1931, he had joined the Winnipeg Blue Bombers (known as the St. Johns and then the Winnipegs) where he played guard both defensively and offensively. Ceretti was a member of the first three Manitoba teams to capture the Grey Cup (1935, '39 & '41). Throughout his career, Ceretti was considered one of the outstanding linemen in the history of the football club and received all-star honours in 1938, '40 & '46. He retired from football in 1948.
Sportswriter Vince Leah described Ceretti in 1975 as "one of the finest Canadian-born linemen in the history of the game." After marrying Dorothy in 1933, the couple welcomed the first of three daughters Glenda (Crawford) two years later in the same year of 1935 that Ceretti and the Bombers won the first ever Grey Cup by a team from the West. In 1937 and 1943, the family was completed with daughters Carol (Phillips) and Janet (Summers). When he was not playing football, Bill Ceretti made his living as a driver for Canada Bread and later for Canadian Pacific Railway until he died in 1974. Bill Ceretti is also a member of the Manitoba Football Hall of Fame and the Winnipeg Blue Bombers Hall of Fame.

3. JANET CHRISTINE SUMMERS CERETTI
November 1943 to July 1998
Peacefully on July 1998 after a long and in credibly courageous battle with cancer a new angel was called back. It is with sadness we announce the passing of Janet Summers. Janet was predeceased by her parents, Bill and Dorothy Ceretti. Janet leaves behind to miss her, her husband of 28 years, Marwin, her precious daughter and son-in-law, Lisa and Albert Branconnier, the shining stars of her her life, her grandchildren, Riley, Luke, Heather, Amy, Ashley, Jamie, Ryan and Mitch; her sister Glenda Crawford and sister and brother-in-law Carol and Jim Phillips; many nieces, nephews, aunts and cousins. After working several years for Willow Park Housing Co-op, where Janet and Marwin lived for almost 30 years she accepted a job with the Provincial Government as "Clerk of the Legislative Assembly" and later as a "Members Allowance Officer". Never did a person take such pride in her job and enjoy going to work in "The Castle", (as Riley and Grandma called it) as she did. Janet and Marwin’s home away from home is their trailer at Poplar Bay Trailer Park where they enjoyed many special summers and camp fires with special friends. Like her dad, Janet loved to gamble and found relaxation and joy at the "McPhillips Street Station", also referred to as "going to work". There are not words to express our love and gratitude to our family and friends for all their love and Thank you to Garey Mazowita for his kindness and You were a source of strength that we called upon. Our sincere thanks to Lome Brandes at the Cancer Clinic for his efforts to save our as well as the chemo nurses. Thank you to the staff at Riverview Health Centre. Following cremation, a memorial service will be held Tuesday, July 21 at 1:00 p.m. in the Thomson Funeral Chapels 669 Broadway. Interment will follow in Brookside Cemetery. The morning of Mom's death the thunder rumbled loudly, calling us outside, where we found the most beautiful rainbow waiting for us. Together we watched it fade, knowing Mom was telling us she’s fine and all better. "I love you, Mom. You are my best friend. Keep us in your sights, we'll get stronger every day. And we'll keep our memories alive. I promise. In lieu of flowers, donations can be made to Riverview Palliative Care Unit, 1 Morley Ave. E. Winnipeg. THOMSON FUNERAL CHAPELS. 2. Ottawa Riverwatcher Roy Summers
Ottawa Riverwatcher Roy Summers lives in North Bay and his family has a camp on the Ottawa River. He has been a major asset to Ottawa Riverkeeper in researching and understanding the potential impacts on the Ottawa River watershed of the proposed Trans Canada Energy East pipeline project.
In 1993, Roy retired from 35 years as a road engineer with Ontario’s Ministry of Transportation, working in the North Eastern region of Ontario. During these years, through his work, and for many years as an avid canoeist, fisherman, hunter and naturalist, he became very familiar with the geography of this part of Ontario, and developed a fascination with its history and its hydrological and geological properties. He loves his city and the beautiful and important bodies of water on which it depends, namely Lake Nipissing and Trout Lake, which provide the city its drinking water.
As a result, Roy is concerned with the proposed Trans Canada Energy East pipeline project announced last summer. This project would see the conversion of approximately 3,000 km of existing pipeline to transport 1.1 million barrels of crude oil – including diluted bitumen – per day, instead of the natural gas it transports currently. The project would also involve the construction of approximately 1,500 km of additional pipeline, ending in New Brunswick. Part of the existing pipeline crosses the Mattawa River at Trout Lake, potentially threatening North Bay’s drinking water supply in the event of a rupture.
Since first learning of the proposed project, Roy has spent many, many hours researching issues related to the project, including gaining a good understanding of the properties of bitumen, namely how it acts in the event of a pipeline rupture and how it acts in water. He has studied matters related to pipeline safety, and how to improve upon its safety, and he has researched different examples of pipeline ruptures in North America over the past number of years.
Mapping the pipeline route
Roy used the mapping skills he learned at work to map out the current pipeline route from Kirkland Lake to the Rideau River, along which section the pipeline closely parallels the Ottawa River, typically within 10 km of the river. His map makes clear the creeks and rivers that are tributaries of the Ottawa River that the pipeline crosses along this route.
Perhaps most importantly, Roy has suggested an alternate route for the segment of pipeline that cuts through North Bay, which would take the pipeline out of the watershed from which the city gets its drinking water.
Mobilizing his community
Not only is he an active Riverwatcher, Roy is a member of the Trout Lake Conservation Association and of the Widdifield Ratepayers’ Association. He has shared his knowledge and concerns with these groups, largely because he learned that people are generally unaware that the pipeline runs right through North Bay, and that people are often unaware of the differences in transporting oil (in particular diluted bitumen) as opposed to natural gas in a pipeline, especially in terms of the potentially damaging consequences of a spill of diluted bitumen.
Roy’s efforts helped to mobilize North Bay city council to become better acquainted with how this project might impact North Bay and to take a position on the pipeline. Since then, the mayor of North Bay created a “Mayor’s working group” to look into shared concerns about the proposed project. The Mayor’s presentation to the OEB consultation group was standing-room only!
We, at Ottawa Riverkeeper, want to thank Roy for all his hard work on the proposed pipeline project. Roy is a great example of a concerned citizen who makes a difference in his community. As a Riverwatcher, he works to help protect, promote and improve the health of the Ottawa River. Our thanks also to Roy’s daughter Catherine who first introduced him to Ottawa Riverkeeper many years ago! (May 13, 2014)
